<p class="wp-block-paragraph">Defence public sector undertaking Hindustan Aeronautics Limited (HAL) is preparing to activate new production lines for Tejas MK-1A and HTT-40 planes. The defence PSU has a capacity to build 16 Tejas MK-1As every year in Bengaluru, and the Nashik line will help the firm ramp up production to a total of 24 jets.</p>



<p class="wp-block-paragraph">The new plant for the MK-1As will enable HAL to advance the deliveries of the 83 such fighters ordered by IAF for Rs 48,000 crore in February 2021 by at least a year, HAL chief CB Ananthakrishnan said.</p>



<p class="wp-block-paragraph">HAL has a capacity to build 16 Tejas MK-1As every year in Bangalore, and the Nashik line will help the firm ramp up production to a total of 24 jets.</p>



<p class="wp-block-paragraph">The first MK-1A will be delivered to IAF in February 2024, and the last of the 83 jets by 2028 (instead of 2029, the contracted delivery schedule), Ananthakrishnan said. Timely delivery is a top priority for IAF, which is grappling with a shortage of fighter squadrons.</p>



<p class="wp-block-paragraph">The aircraft manufacturing division at Nashik, set up in 1964, has produced MiG variants and Su-30s under licence. The new MK-1A production line is being set up fast to begin deliveries from Nashik.</p>

<p class="wp-block-paragraph">Defence Secretary Giridhar Aramane, on 7 April, urged leading Defence PSU Hindustan Aeronautics Limited (HAL) to take up new initiatives to aggressively compete in the defence market and focus on new areas like unmanned vehicles, as the country is in need of these advanced systems.</p>



<p class="wp-block-paragraph">Aramane inaugurated the third LCA production line and also handed over 100th Sukhoi-30 MKI (Repairs and Overhaul) aircraft to Air Vice Marshal Sarin, VSM, Assistant Chief of Air Staff (Eng A), Indian Air Force in a programme at HAL’s Nashik Division.</p>



<p class="wp-block-paragraph">According to HAL, the Defence Secretary lauded its efforts in taking up the challenge of setting up an facility for Su-30 MKI and also establishing a new production line for LCA manufacturing.</p>



<p class="wp-block-paragraph">“The Government has come out with several Aatmanirbhar Bharat’ policies, and that puts HAL in a very important position. HAL will be producing more in the coming years. Build more systems, come out with new concepts, new platforms for future growth,” the release quoted him as saying.</p>

<p class="wp-block-paragraph">Aramane visited the LCA Assembly Complex, Su-30 Flight Hangar and Final Assembly Hangar, the release added.</p>



<p class="wp-block-paragraph">HAL CMD C B Ananthakrishnan said, the new production line will enable the Company to enhance LCA MK1A production capacity from 16 to 24 aircraft per year.</p>



<p class="wp-block-paragraph">He said: “HAL’s Nashik Division has achieved peak overhaul capacity of 20 Su-30 aircraft per year despite having supply chain issues in current geopolitical situations.”</p>



<p class="wp-block-paragraph">HAL has already set up two LCA manufacturing facilities in Bengaluru.</p>



<p class="wp-block-paragraph">HAL’s Nashik Division set up Su-30 MKI Repair and Overhaul facility in 2014, the first-of-its-kind anywhere in the world to meet the operational requirements of the IAF.</p>



<p class="wp-block-paragraph">According to the company, having gained experience from manufacturing MiG-series and Su30-MKI aircraft and subsequent overhaul of MiG-series aircraft, HAL successfully mastered the technology with valuable support from the IAF, regulatory bodies and private industries.</p>

<p class="wp-block-paragraph">The government will sell up to 3.5 per cent stake in state-run aerospace firm Hindustan Aeronautics Limited (HAL) through an offer for sale (OFS) at a floor price of Rs 2,450 per share as it seeks to shore up its disinvestment target for the current fiscal.</p>



<p class="wp-block-paragraph">At the floor price, which is lower than Wednesday’s share price of Rs 2625.20 per share on the BSE, the stake sale will be valued at about Rs 2,867 crore.</p>



<p class="wp-block-paragraph">For this year (2022-23), the government has so far mopped up Rs 31,106.64 crore by selling its stake in various PSUs against the disinvestment target of Rs 50,000 crore. The government had earlier set a disinvestment target of Rs 65,000 crore for the current fiscal, which was later revised downwards to Rs 50,000.</p>



<p class="wp-block-paragraph">“The government proposes to sell up to 1.75% (58,51,782) equity shares of the face value of Rs 10 each of the company, on March 23 (for non-retail Investors only) and on March 24 (for retail investors and non-retail investors who choose to carry forward their un-allotted bids with an option to additionally sell 1.75% (58,51,781) equity shares,” the state-run defence contractor said in an exchange filing.</p>



<p class="wp-block-paragraph">“The Offer is being undertaken by the Seller, inter-alia, for achieving the minimum public shareholding of the Company as prescribed…,” the filing added.</p>



<p class="wp-block-paragraph">Currently, as per data available on the BSE, the government owns 75.15 per cent of shares of the company, while 24.85 per cent is held by the public. Current norms require public shareholders to own a minimum of 25 per cent stake in a listed entity. However, PSUs are exempt from this rule.</p>



<p class="wp-block-paragraph">In 2020, the government announced selling as much as 15 per cent of its equity stake in HAL at Rs 1,001 per share to raise about Rs 5,000 crore through an offer for sale.</p>

<p class="wp-block-paragraph">The army plans to buy a mix of 200 utility and combat helicopters to meet its operational requirements, with the platforms set to be produced in the country, army chief General Manoj Pande said at Aero India 2023.</p>



<p class="wp-block-paragraph">On the sidelines of Aero-India Gen Pande told a group of journalists the army would be inducting the LCHs for deployment in narrow valleys in high-altitude areas as the rotary wing of home-grown combat aircraft has better manoeuvrability for mountainous regions.</p>



<p class="wp-block-paragraph">He said the army needs around 110 light utility helicopters (LUH) and 90 to 95 light combat helicopters (LCH) that will be built by state-run plane maker Hindustan Aeronautics Limited (HAL).</p>



<p class="wp-block-paragraph">LUH will replace the army and the Indian Air Force’s ageing fleets of Cheetah and Chetak helicopters. HAL expects the army and IAF to place combined orders for at least 187 light helicopters in the coming years. Currently, the Cheetah and Chetak helicopters are a critical lifeline for troops in high-altitude areas, including the Siachen glacier.</p>



<p class="wp-block-paragraph">The army has already ordered six limited series production LUH and repeat orders will follow based on the performance of the first lot of helicopters, Pande said. “We need it to be equipped with some more capabilities. HAL is working on it,” the army chief said.</p>



<p class="wp-block-paragraph">HAL has already been awarded a contract for 15 limited series production LCH – 10 for IAF and five for the army. The plane maker expects follow-on orders as the army and IAF have a combined projected requirement of 160 such helicopters. LCH has an indigenous content of 45% by value, which will progressively increase to more than 55% for the series production version.</p>



<p class="wp-block-paragraph">The LCH is the right fit for the army’s requirements in the mountains, Pande said. He said integrating the locally developed anti-tank guided missile (ATGM), Helina, with the LCH is a priority.</p>



<p class="wp-block-paragraph">The 5.8-tonne twin-engine chopper is capable of destroying enemy tanks, bunkers, drones and other assets in high-altitude regions. The helicopter possesses modern stealth characteristics, robust armour protection and formidable night attack capability. It is capable of operating even in Siachen, the world&#8217;s highest battlefield.</p>



<p class="wp-block-paragraph">The army is also set to induct next year six Apache AH64E attack helicopters, he said. The Boeing-manufactured helicopters cost upwards of&nbsp;₹4,100 crore. Armed with fire-and-forget Hellfire missiles, the Apache can track up to 128 targets a minute and prioritise threats. The missiles equip the gunships with heavy anti-armour capabilities.</p>



<p class="wp-block-paragraph">IMRH, which will also be manufactured at Tumakuru factory, is expected to compete with Russian Mi-17 choppers in both Indian and foreign markets. HAL says the platform could have a huge market as nearly 40 air forces across the world operate Mi-17 type helicopters. The Mi-17 is the mainstay of the IAF’s transport fleet.</p>



<p class="wp-block-paragraph">The Army Aviation Corps &#8211; often described as the Indian Army’s mini air force and was a subject of cold war between the Indian Army and IAF &#8211; currently operates four squadrons of weaponised versions of Advanced Lightweight Helicopters besides the Cheetahs and Chetaks.</p>

<p class="wp-block-paragraph">A proposal to design and develop an indigenous deck-based fighter for the Indian Navy is likely to be taken up by the Cabinet Committee on Security soon, with the navy’s requirement expected to around 100 aircraft.</p>



<p class="wp-block-paragraph">The first prototype of the twin engine deck-based fighter (TEDBF) could make its maiden flight by 2026 and be ready for production by 2031, said Girish S Deodhare, director general, Aeronautical Development Agency. The navy is looking at importing a new deck-based fighter as an interim measure to meet its requirements before the indigenous TEDBF is ready. Hindustan Aeronautics Limited will produce the new fighter at the rate of eight aircraft per year, the officials said.</p>



<p class="wp-block-paragraph">The French Rafale M fighter has edged out the American F/A-18 Super Hornet in a direct competition to equip the navy with 26 new deck-based fighters for INS Vikrant, the country’s first indigenous aircraft carrier. The navy currently has two aircraft carriers – INS Vikrant and INS Vikramaditya.</p>



<p class="wp-block-paragraph">The TEDBF will match the capabilities of Rafale M and F/A-18 Super Hornet, Deodhare said. The Rafale is manufactured by Dassault Aviation while the Super Hornet is a Boeing product.</p>



<p class="wp-block-paragraph">“The expertise gained in developing the light combat aircraft (navy) will come in handy for the TEDBF project. It’s currently in the preliminary design stage and should move forward quickly. The wing folding design mechanism (to ensure the plane takes minimum space on an aircraft carrier) has been finalised,” Deodhare said.</p>



<p class="wp-block-paragraph">To be sure, LCA (navy) is only a technology demonstrator but it showcases that India has developed niche technologies specific to deck-based fighter operations, and it will pave the way to develop and manufacture the TEDBF.</p>



<p class="wp-block-paragraph">Before the show began, the LCA (navy) landed and took off from INS Vikrant for the first time. Two LCA (navy) prototypes are currently operating from the aircraft carrier as part of ongoing flight trials. Vikrant was commissioned into the navy last September, marking a pivotal point in the country’s quest for self-reliance in the defence sector. The flight trials on board INS Vikrant also involve the Russian-origin MiG-29K fighter jets that use the ski-jump to takeoff and are recovered by arrestor wires or what is known as STOBAR (short takeoff but arrested recovery) in navy parlance.</p>



<p class="wp-block-paragraph">INS Vikramaditya also operates MiG-29K fighters. LCA (navy) landed and took off from Vikramaditya for the first time in August 2020.</p>

<p class="wp-block-paragraph">Curtains came down on the five-day Aero India-2023, which also marked the big push to Prime Minister Narendra Modi&#8217;s ambitious call for &#8216;Self Reliant India&#8217; and &#8216;Make in India&#8217; in the aviation sector.</p>



<p class="wp-block-paragraph">The biennial event which completed its 14th edition in Bengaluru witnessed the largest participation of the contingent from the United States of America for the first time ever in Aero India.</p>



<p class="wp-block-paragraph">Aerobatics performed by the metal birds enthralled the onlookers who had gathered in huge numbers on the last day at the Yelahanka Air Force Station in the city. India&#8217;s indigenously developed Light Combat Aircraft Tejas, light combat helicopters and light utility helicopters developed by the Hindustan Aeronautics Limited were part of the show.</p>



<p class="wp-block-paragraph">Besides, Rafale jets and Sukhoi aircrafts put up an impressive show during the event.<br>However, the most notable was the presence of F-35, B-1B Lancers, the F-16 and F-18 which too participated in the show.</p>



<p class="wp-block-paragraph">Sorties by vintage aircrafts, aerobatics by Surya Kiran team of the IAF, which flew the Hawk aircrafts and Sarang (meaning peacock in Sanskrit) display team of the IAF using the HAL developed Dhruv helicopters left the audience spellbound.</p>



<p class="wp-block-paragraph">The five-day event saw a number of seminars such as Manthan and Bandhan where deliberations were held on a range of subjects including India&#8217;s self-reliance programme, indigenous development of futuristic aerospace technology, India&#8217;s space initiatives, advancement in maritime surveillance system, investment opportunities in Karnataka.</p>



<p class="wp-block-paragraph">There was a huge turnout at the exhibitions and displays by various companies during the show. The Hindustan Aeronautics Limited, Indian Space Research Organisation, Bharat Electronics Limited, Defence Research and Development Organisation were among those who put up their stalls.</p>



<p class="wp-block-paragraph">As many as 266 partnerships including 201 MoUs, 53 major announcements and nine product launches were firmed up at the Aero India that could unlock business potentials worth around Rs 80,000 crore. The MoUs included one between Hindustan Aeronautics and Safran Helicopter Engines of France for work share for formation of joint venture for design, development, manufacture and life time support of helicopter engines.</p>



<p class="wp-block-paragraph">The agreements and the MoUs were formally signed at an event titled &#8220;Bandhan&#8221; ceremony that was attended by Defence Minister Rajnath Singh, top leaders of Indian defence industries and senior military officials.</p>



<p class="wp-block-paragraph">&#8220;The Bandhan ceremony also witnessed the forging of 266 partnerships including 201 MoUs, 53 major announcements, nine product launches and three Transfers of Technology (ToT), worth around Rs 80,000 crore,&#8221; the defence ministry said in a statement.</p>



<p class="wp-block-paragraph">The Bharat Electronics Ltd and Aeronautical Development Agency also inked an MoU for the Advanced Medium Combat Aircraft (AMCA). The product launches at Aero India included the vertically launched short range surface-to-air missile (Bharat Dynamics Ltd).</p>



<p class="wp-block-paragraph">It is a next-generation, ship-based, all-weather, air defence weapon which can be used by the Navy as a quick reaction defence against supersonic sea skimming targets such as aircraft and Unmanned Aerial Vehicles. The missile has a smokeless propulsion system with all-weather capability. It has a highly agile configuration with state-of-the-art electronic counter-measures features.</p>



<p class="wp-block-paragraph">Another significant product launch was of the semi-active laser seeker based anti-tank guided missile developed by Bharat Dynamics Limited. The missile weighs 23 kgs with the launch tube, and can be used in different kinds of terrains to incapacitate moving and stationary targets such as tanks and infantry combat vehicles.</p>



<p class="wp-block-paragraph">Another major landmark at the Aero India 2023 was the participation by Israel this year which marked 30 years of Indo-Israel defence collaboration. SIBAT, the International Defence Collaboration Directorate of the Israel Ministry of Defence, is in charge of fostering defence cooperation between Israel and India. The show saw the demonstration of some defence technologies developed by Israel including Air Defence Systems, Unmanned Aerial Systems (UAS), Aerial and Ground Precise Guided Munitions, Electronic Warfare (EW) Systems, Land and Naval Solutions, Avionic Systems, Air and Missile Defence Systems.</p>



<p class="wp-block-paragraph">In a major boost to indigenous defence industry, the CMD of Munitions India Limited, Ravi Kant said that the company has got orders for more than 10 lakh multi-mode grenades for Indian armed forces and over Rs 3,000 crores of orders for exports.</p>



<p class="wp-block-paragraph">The 14th edition of Aero India at the Yelahanka Air Force station complex on the outskirts of Bengaluru was inaugurated by Prime Minister Narendra Modi on 13 february and it saw participation of over 700 defence firms and representatives of around 100 countries.</p>



<p class="wp-block-paragraph">The defence minister said that Aero India showcased to the world the &#8216;New Defence Sector&#8217; of &#8216;New India&#8217;, which has not only grown in the last few years, but is now fully ready to walk alongside the defence sectors of leading countries.</p>

<p class="wp-block-paragraph">Prime Minister Narendra Modi, on 6 February, inaugurated the Hindustan Aeronautics Limited&#8217;s helicopter factory &#8211; the country&#8217;s largest chopper manufacturing facility &#8211; in Tumakuru district of Karnataka.</p>



<p class="wp-block-paragraph">Bengaluru-headquartered HAL plans to produce more than 1,000 helicopters in the range of 3-15 tonne with a total business of more than Rs 4 lakh crore over a period of 20 years at this facility in Gubbi taluk, officials said.</p>



<p class="wp-block-paragraph">The factory, spread across 615 acres for which the Prime Minister laid the foundation stone in 2016, would initially manufacture Light Utility Helicopters (LUH)).</p>



<p class="wp-block-paragraph">It will enable India to meet its entire requirement of helicopters without import and giving much-needed fillip to the Prime Minister&#8217;s vision of &#8216;Aatmanirbhar Bharat&#8217; in helicopter design, development, and manufacture, they said.</p>



<p class="wp-block-paragraph">Defence Minister Rajnath Singh, Karnataka Chief Minister Basavaraj Bommai and senior officials of Ministry of Defence were among those present on the occasion.</p>



<p class="wp-block-paragraph">&#8220;It is a dedicated new greenfield helicopter factory which will enhance India&#8217;s capacity and ecosystem to build helicopters,&#8221; Singh said.</p>



<p class="wp-block-paragraph">PM Modi unveiled the LUH, which has been flight tested. The LUH is an indigenously designed and developed three-tonne class, single-engine multipurpose utility helicopter. Initially, the factory will produce around 30 helicopters per year and can be enhanced to 60 and then 90 every year in a phased manner, according to the Defence Ministry.</p>



<p class="wp-block-paragraph">The factory will be augmented to produce other helicopters such as Light Combat Helicopters (LCHs) and Indian Multirole Helicopters (IMRHs). It will also be used for maintenance, repair and overhaul of LCH, LUH, Civil Advanced Light Helicopter (ALH) and IMRH in the future.</p>



<p class="wp-block-paragraph">Potential exports of civil LUH will also be catered to from this factory, which is being equipped with state-of-the-art Industry 4.0 standard tools and techniques for its operations, officials said.</p>



<p class="wp-block-paragraph">The proximity of the factory, with the existing HAL facilities in Bengaluru, will boost the aerospace manufacturing ecosystem in the region and support skill and infrastructure development such as schools, colleges and residential areas, it was noted.</p>



<p class="wp-block-paragraph">The factory is fully operational after the establishment of facilities like heli-runway, flight hangar, final assembly hangar, structure assembly hangar, air traffic control and various supporting service facilities, officials said.</p>

<p class="wp-block-paragraph">It has been reported in Financial Express Online that in 2017 both India and the UK had agreed to cooperate in the development of advanced defence projects and this also included the gas turbine engine and air defence missile systems. And, as reported in Financial Express Online, there is a collaborative project Defence Research and Development Organisation and the British engine maker Rolls Royce on jet engine technology.</p>



<p class="wp-block-paragraph">According to reports Kishore Jayaraman, president of Rolls-Royce India and South Asia, has said that if a partnership is formed, the Indian government will hold the Intellectual Property (IP) rights for the engines.</p>



<p class="wp-block-paragraph">According to company officials, Rolls-Royce feels it can be an effective partner for AMCA&#8217;s engine manufacturing in India. This area represents the future &#8211; to co-develop, co-manufacture, and co-create.&nbsp; And it is consistent with India&#8217;s indigenous design and manufacturing drive and the Atmanirbhar way.</p>



<p class="wp-block-paragraph">For the Rafale fighters, Rolls Royce has offered a Eurojet EJ200 version with 110-120KN thrust. The SAFRAN-DRDO joint venture is planned with complete ToT and is based on the M88 engine base type.</p>



<p class="wp-block-paragraph">On the other hand the United States&#8217; interest in the fighter engine programme has lately been rekindled. Due to American reluctance to share core or hot engine technology, the India-US Defense Trade and Technology Initiative (DTTI) collaboration on jet engine technology was postponed in October 2019. Within the DTTI framework, a joint working group on jet engine technology was subsequently disbanded. However, in the first development phase of the AMCA project, a commercially available GE-414 engine will be purchased and installed.</p>



<p class="wp-block-paragraph">There is no agreement yet in place between DRDO and RR, since the NGFA 110kn+ is not expected to begin development until 2030. Depending on the final cost of the engine project, a joint IP is also considered in addition to an Indian-only IP.</p>



<p class="wp-block-paragraph">Approximately 250 GE-404 84KN engines are required to power the LCA Mk1/1A. India has ordered only half of the requirement from GE. The GE-414&#8217;s other two opponents are the Rolls Royce EJ 200 engine and the Safran M-88 &#8211; 4 engine.</p>

<p class="wp-block-paragraph">The Indian Air Force (IAF), on 20 October, inked a Rs 6,800 crore deal with state-run Hindustan Aeronautics Limited (HAL) for the purchase of 70 Hindustan Turbo Trainer (HTT)-40 trainer aircraft, a move that reduces the pressure off the force which is juggling its training modules due to limited number of planes.</p>



<p class="wp-block-paragraph">The HTT 40, a project that was funded by HAL through its own internal funds after the IAF had initially refused to take part, is now seen by the force as a game changer and progress made in “record time”.</p>



<p class="wp-block-paragraph">“The successful implementation of the project in record time is a big relief. We now hope for the delivery schedule to be met,” a source in the defence establishment said.</p>



<p class="wp-block-paragraph">The new aircraft will be part of the first stage of training for the IAF pilots – basic training – and will eventually replace the Swiss-made Pilatus aircraft bought in 2012.</p>



<p class="wp-block-paragraph">The IAF pilots go through three stages of training using three different kinds of aircraft before they move on to fighters.</p>



<p class="wp-block-paragraph">HAL sources said that the all-metal aircraft, which is powered by Honeywell engines, has about 55 per cent indigenous content.&nbsp;</p>



<p class="wp-block-paragraph">Asked about the high cost per aircraft of about Rs 90 crore each (if one calculates the contract value to total number of planes ordered for), HAL sources said that actual cost is less than Rs 50 crore a piece and the extra cost is towards the spares, training and infrastructure costs besides other expenses.</p>



<p class="wp-block-paragraph">The HTT 40 has features like running changeover of pilots, hot-refueling, zero-zero ejection seats, multi-function displays, night flying capabilities and a range of 1,000 km with a top speed of 450 kmph.</p>



<p class="wp-block-paragraph">All the tests required for certification were completed in six years from the first flight that took place in May 2016.</p>



<p class="wp-block-paragraph">In November 2019, former IAF chief Air Chief Marshal R. K. S. Bhadauria had flown in the HTT-40 during which he reviewed its flying characteristics including the six-spin routine.</p>



<h3 class="wp-block-heading" id="h-next-up-is-intermediate-jet-trainer-ijt">Next up is Intermediate Jet Trainer (IJT)</h3>



<p class="wp-block-paragraph">Defence sources said the next step for the IAF is the Intermediate Jet Trainer (IJT) which will replace the ageing Kiran aircraft used for Stage 2 of training.</p>



<p class="wp-block-paragraph">Both Stage 1 and Stage 2 of training last for six months each before the pilots move onto the next stage which is for about one year on board the Hawk jets.</p>



<p class="wp-block-paragraph">Sources explained that because of the depleting number of trainers, the IAF was forced to use limited numbers of Kiran and even Pilatus for Stage 2 of training.</p>



<p class="wp-block-paragraph">It was in January that the IAF pilots successfully demonstrated the IJT’s capability to carry out six turn spins to the Left Hand and Right Hand sides.</p>



<p class="wp-block-paragraph">Though the IJT had completed demonstration of its capabilities in terms of altitude and speed envelope, load factor, satisfactory stall characteristics and limited armament capability as required by the IAF much earlier, successful spin test was pending.</p>



<p class="wp-block-paragraph">During spin testing in 2016, the aircraft departed from controlled flight which brought the programme to a temporary halt, the HAL had said in a statement, adding that it decided to proceed further using its internal resources to complete the critical spin testing.</p>



<h3 class="wp-block-heading">Basic training saga</h3>



<p class="wp-block-paragraph">Till the IAF decided to go in for the Pilatus aircraft, a deal which is mired in controversy over allegations of kickbacks, the IAF pilots used to do their first stage of training on board HAL manufactured Hindustan Piston Trainer-32 (HPT-32).</p>



<p class="wp-block-paragraph">The aircraft was grounded in 2009 following several crashes and engine failures. That is when the IAF went in for the Pilatus deal for 75 aircraft.</p>



<p class="wp-block-paragraph">In its 2019 report, the Comptroller and Auditor General of India (CAG) was critical of the Rs 2,895.63 crore deal, saying that incorrect price calculations had worked in the firm’s favour.</p>



<p class="wp-block-paragraph">The audit report said that the Switzerland-based Pilatus Aircraft got the deal despite failing to commit to transfer of technology for maintenance, and was allowed to tweak its offer at a later stage for an advantage over competitors. The firm also didn’t offer a seamless supply of spares, it added.</p>



<p class="wp-block-paragraph">The 2012 deal has been under the scanner of the Central Bureau of Investigation (CBI) since it was flagged by the defence ministry while it was under Manohar Parrikar. However, in January 2016, the Defence Acquisition Council (DAC) approved the procurement of 38 PC-7 Mk-II trainers from the Swiss company after a strong pitch from the IAF.</p>



<p class="wp-block-paragraph">The government then cancelled the proposed deal for additional Pilatus aircraft in 2019, after the HTT-40 cleared crucial trials.</p>



<p class="wp-block-paragraph">However, suspension of business with Pilatus affected the maintenance of the existing fleet since spare parts were unavailable.</p>

<p class="wp-block-paragraph">Defence Research and Development Organisation (DRDO) chairman Dr G Satheesh Reddy, on 16 July, the Centre wants to turn India into a global drone hub.</p>



<p class="wp-block-paragraph">Speaking at the inauguration of Aero Innovation and Skill Centre (AISC) in Bengaluru, Reddy said: “As far as the drone sector is concerned, India is working on its application in defence and civilian sectors. We need to hand-hold the youngsters to boost innovations and the AISC is a way forward. The government is clear that everything should be made in the country and Prime Minister Narendra Modi&#8217;s call is very clear that we should make world-class products so that the world looks up to us. Today, in the defence and aerospace sectors, there are products which we earlier used to import but are now being made here.”</p>



<p class="wp-block-paragraph">A part of the Aeronautical Society of India (AeSI), AISC Bengaluru will facilitate aspiring entrepreneurs and start-ups to conduct research and development in aerospace sectors. Around 15-20 start-ups will be part of the AISC as of now. The start-ups and entrepreneurs will be mentored by experts from the DRDO, Hindustan Aeronautics Limited (HAL) and the Indian Space Research Organisation (ISRO), officials said.</p>



<p class="wp-block-paragraph">The DRDO chairman added that most IIT graduates used to go abroad for higher education and job opportunities even a decade ago, but around 75 per cent graduates are now opting to stay back in India and work in several sectors, such as aerospace and defence technology, among others.</p>
