<p class="wp-block-paragraph">India and France, on Friday, celebrated the success of the 1st scorpene submarine construction programme, the P75-Kalvari, an initiative of Make In India and sharing naval expertise between the companies of the two nations.</p>



<p class="wp-block-paragraph">Additionally, the Defense Acquisition Council, the top-most decision-making body for acquiring military equipment for the Indian armed forces on July 13th, cleared proposals worth an estimated 80,000 crore which is almost 9 billion euros, to acquire 3 additional Scorpene submarines and 26 Rafale Marine Fighter Jets for the Navy.</p>

<p class="wp-block-paragraph">An MOU was signed between Mazgon Dockyard Ltd and the Naval group for building 3 additional submarines under the P-75 Program. They would be built in Mazagon Dockyards Ltd, in Mumbai.</p>



<p class="wp-block-paragraph">The announcement was made after the Indian PM’s talks with French President Macron in Paris concluded.</p>

<p class="wp-block-paragraph">India and France, on 14 July, announced a raft of &#8220;ground-breaking&#8221; defence cooperation projects, including the joint development of jet and helicopter engines and the construction of three Scorpene submarines for the Indian Navy, following talks between Prime Minister Narendra Modi and French President Emmanuel Macron.</p>



<p class="wp-block-paragraph">The two strategic partners also expressed commitment to cooperate in the co-development and co-production of advanced defence technologies, including for the benefit of third countries, a decision seen as a reflection of the growing bilateral defence ties.</p>

<p class="wp-block-paragraph">&#8220;To enable progress on the IMRH programme, a shareholders&#8217; agreement between Hindustan Aeronautics Limited (HAL), India and Safran Helicopter Engine, France has been concluded for engine development,&#8221; the document said.</p>



<p class="wp-block-paragraph">It said these ventures are in line with the spirit of trust that prevails between India and France in the sharing and joint development of critical components and technology building blocks, based on the successful Indo-French experience in technology transfer.</p>



<p class="wp-block-paragraph">It mentioned that other examples of the defence industrial partnership included the contract being concluded between Safran Helicopter Engine and HAL for the transfer of technology of &#8220;forging and castings&#8221; for the Shakti engine.</p>



<p class="wp-block-paragraph">&#8220;This is also reflective of the French commitment to support technology transfer and Make in India, it said.</p>



<p class="wp-block-paragraph">Another such example is the MoU between Garden Reach Shipbuilders and Engineers Ltd and Naval Group France to collaborate in the field of surface ships that cater to fulfil the requirement of India and international naval forces, it added.</p>

<p class="wp-block-paragraph">India and France have agreed to work in close proximity in line with the Make in India initiatives to address challenges related to space issues, besides having deeper ties in climate change and defence-related matters. <p class="wp-block-paragraph">Building on a great tradition of over 60 years of technical and scientific space cooperation, and in order to address the contemporary challenges that have arisen in space, in particular maintaining secure access to space for all, India and France have agreed on setting up a bilateral strategic dialogue on space issues.</p>



<p class="wp-block-paragraph">&#8220;It will bring together experts from space and defence agencies, administration and specialised ecosystem to discuss security and economic challenges in outer space, the norms and principles applicable to space as well as unveil new areas of cooperation. The two sides agreed to hold the first dialogue this year at the earliest,&#8221; the joint statement from the meeting revealed.</p>



<h3 class="wp-block-heading" id="h-defence-domain">Defence Domain</h3>

<p class="wp-block-paragraph">The Indian and French navies in April 2021 carried out a mega wargame in the Arabian Sea. <p class="wp-block-paragraph">France is ready to provide additional Rafale fighter jets to India if it requires, French Defence Minister Florence Parly said on Friday while noting that the use of the same aircraft by the two strategic partners is a reflection of &#8220;real asset and strength&#8221; in their ties.</p>



<p class="wp-block-paragraph">Ms Parly, on a visit to India, also said that France is fully committed to supporting the &#8216;Make in India&#8217; initiative and further integrating the Indian manufacturers into its global supply chains.</p>



<p class="wp-block-paragraph">The French Defence Minister made the comments at an interactive session organised by Ananta Centre on India-France cooperation.</p>



<p class="wp-block-paragraph">&#8220;I am very happy that the Indian Air Force is satisfied with its Rafale and we are very proud that despite COVID, the 36 aircraft will be delivered on time according to the contract, it is a real achievement,&#8221; she said in response to a question.</p>



<p class="wp-block-paragraph">&#8220;Using the same aircraft is a real asset and strength. I am sure that there is room for new developments. We are ready to answer any additional needs of request that could be made by India,&#8221; she said.</p>



<p class="wp-block-paragraph">The French embassy, on 16 December, said a total of 33 Rafale jets have already been delivered to India as per schedule despite the COVID-19 pandemic.</p>



<p class="wp-block-paragraph">India had signed an inter-governmental agreement with France in September 2016 for the procurement of 36 Rafale fighter jets at a cost of around ₹ 59,000 crore.</p>



<p class="wp-block-paragraph">The first batch of five Rafale jets, manufactured by French aerospace major Dassault Aviation, arrived in India on July 29 last year.</p>



<p class="wp-block-paragraph">The French minister also referred to India&#8217;s planned induction of a second aircraft carrier and indicated that France will be interested to supply the carrier-based jets.</p>



<p class="wp-block-paragraph">&#8220;We know that the aircraft carrier will soon be (there)…that aircraft are needed. We are open and ready to provide any other Rafale if this is India&#8217;s decision,&#8221; she said.</p>



<p class="wp-block-paragraph">India&#8217;s first home-made aircraft carrier (IAC) Vikrant is scheduled to be inducted into the Indian Navy by August next year.</p>

<p class="wp-block-paragraph">France is set to dramatically scale up defence cooperation with India by putting the Barracuda nuclear attack submarine on the table. French Defence Minister Florence Parly is expected to broach the offer for the Barracudas with a Make in India element during her visit to India on December 17 and 18, according to BW Businessworld. The French Minister is slated to have talks with her Indian counterpart Rajnath Singh in New Delhi on December 17.</p>



<p class="wp-block-paragraph">This is the most significant offer of military equipment to India and could give the Indian Navy formidable sea denial capability in the Indian Ocean Region and provide it the sea legs to exercise a credible military presence in the Indo-Pacific Region. Nuclear submarine technology is regarded as the crown jewel of military capability.</p>



<p class="wp-block-paragraph">Coming close on the heels of the Rafale fighter aircraft deal, this reported French offer to provide India the knowhow to make nuclear submarines has the potential to establish France as India’s pre-eminent Defence partner, a position traditionally enjoyed by Russia.</p>



<p class="wp-block-paragraph">This is the first time that a nuclear-powered attack submarine technology would be offered to India. In the past, Russia and the erstwhile Soviet Union have on two occasions leased nuclear-powered attack submarines (SSN) to India. India has also signed a reported $3 Billion deal in 2019 for the lease of another SSN of the Akula class to the Indian Navy, making it the only navy other than those of the P5 countries to have operated a nuclear attack submarine.</p>



<p class="wp-block-paragraph">The Barracuda class submarine is nuclear-powered but not nuclear armed. An SSN like the Barracuda is nonetheless the most formidable sea denial weapon. This submarine, while remaining submerged for extended durations, has a powerful land attack capability with the 1,000-km-range Scalp Naval cruise missile. The time between refueling is a reported 10 years.</p>



<p class="wp-block-paragraph">Observers reckon that the door for the French offer of nuclear submarines to India opened up after the deal to provide American and British nuclear submarine knowhow to Australia upon the forging of the AUKUS grouping to deter China. France is also smarting from the Australian cancellation of a mega deal for 12 conventional submarines while accepting the American offer under the AUKUS umbrella.</p>



<p class="wp-block-paragraph">But acquiring deep technology for SSNs has been a priority for India for many years. The indigenous programme for six SSNs is still in the design stage. The offer for the Barracuda is the consequence of regular deep consultations with France to deepen military cooperation. In October, the 5th session of the India-Franco Maritime Cooperation dialogue was held in Paris to carry forward discussions between Prime Minister Narendra Modi and French President Emmanuel Macron.</p>



<p class="wp-block-paragraph">The Barracuda submarine is produced by the Naval Group, which is currently engaged in delivering the contract to build six Scorpene class diesel-electric submarines at Mazagon Dock Shipbuilders (MDL), Mumbai, for the Indian Navy.</p>



<p class="wp-block-paragraph">If the Barracuda offer gains momentum, it is expected to have repercussions for the ongoing $5.7 Billion programme to build a new line of six diesel-electric submarines for the Indian Navy under Project 75 (I), which is already struggling with a de facto single vendor situation.</p>
