<p class="wp-block-paragraph">The Defence Procurement Board (DPB) has accorded in-principle approval to the Indian Navy’s proposal for construction of a second aircraft carrier at a cost of around Rs 40,000 crore, signalling the government’s readiness to go for the second indigenous aircraft carrier, to be known as IAC II.</p>



<p class="wp-block-paragraph">The construction of IAC-II with a displacement of 45,000 tonnes with the envisaged specifications, was strongly being pushed by the Indian Navy. Having a three-carrier battle group is important for the Indian Navy as a show of strength. The Navy has been pitching for three aircraft carriers to deal with China’s growing naval prowess and its growing influence over the Indian Ocean region.</p>



<p class="wp-block-paragraph">The Navy currently has two aircraft carriers— the INS Vikramaditya (formerly the Russian Admiral Gorshkov) and the INS Vikrant, which was indigenously made. But keeping in mind the Chinese pressure in the Indian Ocean Region, the Navy is looking at a larger force. Three carriers also ensure that the Navy has two carriers at all times — one for the Arabian Sea and the other for the Bay of Bengal.</p>



<p class="wp-block-paragraph">An enlarged fleet also gives India the flexibility to exert influence in the faraway seas with its presence.</p>



<h3 class="wp-block-heading" id="h-indigenous-aircraft-carrier-i">Indigenous Aircraft Carrier-I</h3>



<p class="wp-block-paragraph">INS Vikrant (IAC I), India’s first indigenously-built aircraft carrier was commissioned in September 2023 by Prime Minister Narendra Modi. Built at a cost of around Rs 23,000 crore, INS Vikrant has a sophisticated air defence network and anti-ship missile systems. It has the capacity to hold 30 fighter jets and helicopters. At the commissioning ceremony of the vessel, Modi called it a “floating city” and that it is a reflection of India becoming self-reliant in defence.</p>



<p class="wp-block-paragraph">INS Vikrant displacing 44,800 tonnes is powered by four General Electric LM2500 engines which give it a maximum speed of 28 knots and an endurance of 7,500 nautical miles. The ship uses an aircraft-operation mode known as Short Take Off But Arrested Recovery (STOBAR) for which it is equipped with a ski-jump for launching aircraft, and a set of three ‘arrester wires’ for their recovery onboard.</p>



<p class="wp-block-paragraph">In addition, the Navy also operates the 44,500-tonne carrier INS Vikramaditya, which also employs the STOBAR mechanism, procured from Russia under a $2.3-billion deal and inducted in November 2013.</p>



<h3 class="wp-block-heading">Indigenous Aircraft Carrier-II</h3>



<p class="wp-block-paragraph">According to the sources, the IAC II will be kind of a repeat order of the IAC I. According to the plan, the IAC II will be built by state-run Cochin Shipyard. At present, India has two aircraft carriers — INS Vikramaditya and INS Vikrant. INS Vikramaditya is a Russian origin platform. The INS Vikrant has over 2,300 compartments, designed for a crew of around 1700 people, including specialised cabins to accommodate women officers. INS Vikrant has a top speed of around 28 knots and a cruising speed of 18 knots with an endurance of about 7,500 nautical miles.</p>



<p class="wp-block-paragraph">Once the Cabinet clearance is accorded, the carrier will be with the Navy in 7-10 years.</p>



<p class="wp-block-paragraph">The Navy had envisaged an IAC-2 with a displacement of 65,000 tonnes and a Catapult Assisted Take Off But Arrested Recovery (CATOBAR) system for launching aircraft as well as full-electric propulsion. However, a much bigger carrier with newer technologies would mean much higher cost and build time due to which the Navy has settled for a repeat of a Vikrant-sized carrier.</p>



<h3 class="wp-block-heading">Three-Carrier Navy</h3>



<p class="wp-block-paragraph">For long the Navy has based its force structure centred around three carriers, The Parliamentary Standing Committee on Defence had noted that three aircraft carriers is an “unavoidable requirement” to meet any eventualities. It stated that taking into account the long coastline and hostile adversities on both sides of Indian peninsula, an aircraft carrier on both sides of coast is “quintessential” to uphold operational requirements.</p>

<p class="wp-block-paragraph">Indian Navy is pursuing a total of 38 Make projects under Chapter III of DAP 2020. Presently, 26 projects are being steered under Make-II category, 10 projects under Make I category and two projects under Make III Category. In addition, Eight Make II joint projects are being steered with IA and IAF as lead services. Under Make II, approvals have been given for 12 projects. In order to introduce cutting edge technology on board IN platforms, 25 projects are being pursued under the ‘Technology Development Fund’ scheme.</p>



<p class="wp-block-paragraph">A wide range of niche technologies are being inducted to enhance long range precision attack capabilities. Loitering munitions in land and sea-based versions are being inducted to enhance the targeting capabilities. Additionally, containerised missile systems are being inducted to enhance the operational capability and to augment flexibility in operations.</p>



<p class="wp-block-paragraph">The Navy has transformed from a &#8216;Buyers Navy&#8217; into a &#8216;Builders Navy&#8217;, with aircraft carrier, destroyers, stealth frigates, corvettes, submarines and other war vessels being constructed in our country. Today, of the 66 ships under construction 64 are being built in India. Further, approvals have been given for 24 ships and submarines that are all planned to be constructed in Indian Shipyards. At present, IN has achieved approximately 90% indigenisation in the float segment, 60% in the move segment, and 50% in the fight segment. Indian Navy is committed to becoming a fully Aatmanirbhar Navy by 2047.</p>



<p class="wp-block-paragraph">A number of ships and submarines have been commissioned in 2023.</p>



<p class="wp-block-paragraph">INS Vagir, fifth Submarine of Kalvari class, was commissioned on January 23, 2023.</p>

The Navy has already confirmed to go ahead with the IAC-2 on the lines of the IAC-1 commissioned as INS Vikrant.</p>



<p class="wp-block-paragraph">Admiral R Hari Kumar confirmed by saying, “Initially we will go for the repeat order with improved capabilities and in the meantime, we will go for study of larger carriers. Because the third aircraft which will come in and by the time it will be commissioned by that time the life of INS Vikramaditya may end.”&nbsp;He was speaking with the media on the sidelines of Aero India 2023.</p>



<p class="wp-block-paragraph">The earlier plans, as per the Chief of Naval Staff were that “the IAC 2 should be bigger than IAC 1 in size. The size of INS Vikrant is 44,000 tonnes and we wanted the IAC2 to be around 65,000 tonnes.” The decision for the repeat order of IAC 1 is based on multiple factors including construction time, the cost involved and the trajectory of indigenization of the aviation assets also.</p>



<p class="wp-block-paragraph">Admiral Hari Kumar said, “When we have to design a new aircraft carrier, it will take time and we have to bring new technologies because the present arresting, landing through catapult system is being changed now. For new design, the ship-building facility will have to be upgraded. So we thought if we went for the repeat order the work would start soon.”</p>



<p class="wp-block-paragraph">“Operationally, new technologies and drones are coming in that can be launched from the carrier that can enhance operational capabilities.&nbsp; The Indian Navy requires three aircraft carriers because the ship if it goes for maintenance, it takes time,” he added. Aircraft carriers are known to have lengthy maintenance schedules. The cycle of maintenance can lead to an absence of a carrier for years, as has been the case with the refit of India’s lone Aircraft Carrier INS Vikramaditya which started at the beginning of 2021 and still continues. It has been delayed due to a fire onboard in July.</p>



<p class="wp-block-paragraph">With one aircraft carrier still under maintenance and one yet to be inducted, the Indian Navy will be operating without one for some more time. The Navy has been maintaining the three carriers-based force structure so that it can operate two of them in maritime zones on each side of the Indian coastline — eastern and western coasts. INS Vikramaditya was originally a Russian carrier — Admiral Gorshkov — was commissioned in 2013 after total refurbishing. The 44,500-tonne INS Vikramaditya has an airfield with an overall length of about 284 meters. As reported in December, the Navy completed all the documentation work on the repeat orders and it is expected that the approvals from the government will come soon. The new aircraft carrier is also expected to be of 45,000 displacements and STOBAR technology. &nbsp;</p>



<p class="wp-block-paragraph">As enunciated by the Navy Chief the timeline would match India’s push for self-reliance aim even to indigenise the aviation complex and it might match up with the production of the Twin Engine Deck Based Fighter (TEDBF). TEDBF is being designed for the Navy and officials of the HAL have been claiming it to be ready for commissioning by 2032. Even if a decision on the carrier is taken today, it will take over a year to begin the process of manufacturing, defence sources said.</p>

<p class="wp-block-paragraph">A proposal to design and develop an indigenous deck-based fighter for the Indian Navy is likely to be taken up by the Cabinet Committee on Security soon, with the navy’s requirement expected to around 100 aircraft.</p>



<p class="wp-block-paragraph">The first prototype of the twin engine deck-based fighter (TEDBF) could make its maiden flight by 2026 and be ready for production by 2031, said Girish S Deodhare, director general, Aeronautical Development Agency. The navy is looking at importing a new deck-based fighter as an interim measure to meet its requirements before the indigenous TEDBF is ready. Hindustan Aeronautics Limited will produce the new fighter at the rate of eight aircraft per year, the officials said.</p>



<p class="wp-block-paragraph">The French Rafale M fighter has edged out the American F/A-18 Super Hornet in a direct competition to equip the navy with 26 new deck-based fighters for INS Vikrant, the country’s first indigenous aircraft carrier. The navy currently has two aircraft carriers – INS Vikrant and INS Vikramaditya.</p>



<p class="wp-block-paragraph">The TEDBF will match the capabilities of Rafale M and F/A-18 Super Hornet, Deodhare said. The Rafale is manufactured by Dassault Aviation while the Super Hornet is a Boeing product.</p>



<p class="wp-block-paragraph">“The expertise gained in developing the light combat aircraft (navy) will come in handy for the TEDBF project. It’s currently in the preliminary design stage and should move forward quickly. <p class="wp-block-paragraph">A prototype of the naval version of the locally made light combat aircraft (LCA), on 6 February, for the first time, landed and took off from indigenous aircraft carrier INS Vikrant, which was commissioned into the navy last September, marking a pivotal point in the country’s quest for self-reliance in the defence manufacturing sector, officials familiar with the matter said.</p>



<p class="wp-block-paragraph">“The development demonstrates India’s capability to design, develop, construct and operate indigenous aircraft carrier with locally made fighter aircraft,” said one of the officials cited above, asking not to be named. The LCA (navy) has operated from the Vikrant’s deck at a time when the aircraft carrier is the midst of critical flight trials to become fully operational this year, said a second official.</p>



<p class="wp-block-paragraph">To be sure, LCA (navy) is only a technology demonstrator but the development is significant as it showcases that India has developed niche technologies specific to deck-based fighter operations, and this will pave the way to develop and manufacture the twin engine deck-based fighter (TEDBF).</p>



<p class="wp-block-paragraph">The flight trials on board INS Vikrant involve the Russian-origin MiG-29K fighter jets that use the ski-jump to take-off from aircraft carrier and are recovered by arrestor wires or what is known as STOBAR (short take-off but arrested recovery) in navy parlance.</p>



<p class="wp-block-paragraph">Twelve MiG-29Ks are likely to be deployed on Vikrant and it will operate a new deck-based fighter that the navy is looking to buy as an interim measure to meet its requirements before the indigenous TEDBF is ready in a few years, the officials said. The navy’s other aircraft carrier, INS Vikramaditya, operates MiG-29K fighters. LCA (navy) landed and took off from Vikramaditya for the first time in August 2020.</p>



<p class="wp-block-paragraph">The French Rafale M fighter has edged out the American F/A-18 Super Hornet in a direct competition to equip the Indian Navy with 26 new deck-based fighters for INS Vikrant. The Rafale is manufactured by Dassault Aviation while the Super Hornet is a Boeing product.</p>



<p class="wp-block-paragraph">Dassault and Boeing demonstrated the capabilities of their aircraft to the navy at a shore-based test facility in Goa in January 2022 and June 2022 respectively. The 26 fighters that the navy plans to buy are only a stopgap until the country develops its own TEDBF. The navy is preparing a draft cabinet note for the design and development of TEDBF that India plans to operate from its aircraft carriers, navy chief Admiral R Hari Kumar said in December 2022.</p>



<p class="wp-block-paragraph">The first prototype of TEDBF is likely to be ready around 2026, and its production could begin by 2032. The navy is working with the Defence Research Development Organisation (DRDO) and Aeronautical Development Agency on the TEDBF project.</p>



<p class="wp-block-paragraph">Since TEDBF is still a decade away, the navy is looking at importing deck-based fighters as an interim measure.</p>



<p class="wp-block-paragraph">Vikrant, which has an indigenous content of 76%, will operate an air wing consisting of 30 aircraft including the new fighters, MiG-29Ks, Kamov-31 choppers, MH-60R multi-role helicopters and advanced light helicopters.</p>



<p class="wp-block-paragraph">The 45,000-tonne Vikrant has been built at Cochin Shipyard at a cost of&nbsp;₹20,000 crore. Only the US, the UK, Russia, France and China have the capability to build aircraft carriers this size. It has been named after aircraft carrier INS Vikrant operated by the navy from 1961 to 1997.</p>



<p class="wp-block-paragraph">A second indigenous aircraft carrier to project India’s maritime power in the far seas is also on the navy’s radar, the officials said.</p>



<p class="wp-block-paragraph">The other aircraft carrier, INS Vikramaditya, was bought second-hand from Russia for $2.33 billion. The navy has been arguing it needs three such floating airfields given its vast area of interest.</p>



<p class="wp-block-paragraph">Vikrant is the fourth aircraft carrier to be operated by the Indian Navy &#8212; first Vikrant (British origin) from 1961 to 1997, INS Viraat (British origin) from 1987 to 2016, and INS Vikramaditya from 2013 onwards.</p>



<p class="wp-block-paragraph">Vikrant is 262 metres long, has a height of 61 metres (keel to mast), and its flight deck measures 12,500 square metres (equivalent to 10 Olympic-size swimming pools. It has an endurance of 7,500 nautical miles, a maximum speed of 28 knots, 2,300 compartments, and can carry a crew of 1,600.</p>

As per speculations, the Dassault Rafale is expected to win this tightly-fought contest against Boeing Super Hornets.</p>



<p class="wp-block-paragraph">According to a&nbsp;report&nbsp;published on January 4 in the French publication La Tribune, a contract for over 26 Rafale Marine fighters could be signed during French President Emmanuel Macron’s visit to New Delhi in March 2023. The exact dates of the Presidential visit have not been announced yet.</p>



<p class="wp-block-paragraph">The report speculated that the Indian side was likely working on the formalities for signing an agreement in March 2023, as the year marks the 25<sup>th</sup>&nbsp;anniversary of the strategic partnership between the two countries.</p>



<p class="wp-block-paragraph">However, no such communication has been released by the Indian government or the Indian Navy.</p>



<p class="wp-block-paragraph">In December 2021, the former French Defense Minister Florence Parly told the media that Dassault Aviation could bag an order for “26 to 57 Rafale in Navy version.” However, a deal may now be signed for 26 Rafale Marine fighter jets instead of 57.</p>



<p class="wp-block-paragraph">To supplement its dwindling and ailing fleet of carrier-based MiG-29K fighters, the Indian Navy evaluated the French Dassault Aviation’s Rafale-M and the US-based Boeing F/A-18 Super Hornet earlier this year. The tests involving both aircraft were conducted at a shore-based test facility in Goa, India, a few months apart.</p>



<p class="wp-block-paragraph">After the trials, the Indian Navy submitted an&nbsp;exhaustive report&nbsp;on Rafale and Super Hornets to the Defense Ministry to make a final decision on the procurement, according to reports in The Times of India. As per the report, French Rafale-M is “more suitable in meeting the operational requirements and criteria” than the Super Hornets.</p>



<p class="wp-block-paragraph">Earlier, military experts had said that the wings of the Rafale-M could not be folded, making it take up more space on the aircraft carrier’s deck. In contrast, F/18 Super Hornet somewhat enjoyed an advantage with its folding wing mechanism.</p>



<p class="wp-block-paragraph">However, several other features of the Rafale Marine were factored into the report, which favored the Dassault aircraft. The 26 jets the Navy intends to purchase are merely a stop-gap solution until the nation develops and manufactures its twin-engine deck-based fighter (TEDBF).</p>



<p class="wp-block-paragraph">The Navy is considering importing deck-based fighters as a temporary solution because TEDBF won’t be ready for another ten years, and the MiG-29K aircraft have faced many technical problems, requiring replacement.</p>



<p class="wp-block-paragraph">A report in another&nbsp;local French publication&nbsp;clarified that the remaining aircraft would not be supplied by the United States but by the Indian manufacturer Hindustan Aeronautics Ltd.</p>



<p class="wp-block-paragraph">According to speculations, the Indian Navy will acquire the HAL Tejas Mark-2 multi-mission aircraft, which is expected to be operational between 2024 and 2026. EurAsian Times could not independently verify these claims.</p>

<p class="wp-block-paragraph">The Indian Navy has fast-tracked the process of purchasing 26 fighter jets for its two aircraft carriers after evaluating the trial report of the two shortlisted contenders &#8212; F/A 18 Super Hornet of Boeing and the Rafale of Dassault Aviation.</p>



<p class="wp-block-paragraph">The Super Hornets are US-made while the Rafale is manufactured by France. The Navy needs 26 jets for the two aircraft carriers &#8212; INS Vikramaditya and INS Vikrant.</p>



<p class="wp-block-paragraph">The Navy has carried out trials of both the aircraft from its shore-based facility, INS Hansa in Goa, which is a replica of an aircraft carrier deck.</p>



<p class="wp-block-paragraph">The trial team submitted its report to the Naval headquarters recently after carrying out extensive trials at its Goa-based facility. The evaluation process is at an advanced stage.</p>



<p class="wp-block-paragraph">The two contenders in the tender have given extensive details of their planes to the Navy and all the issues would be taken into consideration before arriving at the plane to be shortlisted for the carrier-based operations.</p>



<p class="wp-block-paragraph">The jets are required for operations on the INS Vikrant aircraft carrier as the MiG-29s are found to be sufficient only for the operational readiness requirements of the first aircraft carrier, INS Vikramaditya.</p>



<p class="wp-block-paragraph">INS Vikrant is without an element of fighter aircraft as trials are supposed to be conducted by the end of this year. The Navy earlier required 57 planes for operations on both the carriers, but the requirement was cut short by more than half in support of indigenous planes.</p>



<p class="wp-block-paragraph">The Navy is looking at getting the 26 aircraft within three years of the order being placed. Out of the 26, the Navy wants eight two-seaters for training purposes. However, the Rafale is a single-seater, while the Super Hornet comes in both configurations.</p>



<p class="wp-block-paragraph">One advantage that the Super Hornet has over the Rafale is the foldable wings, which reduce its wing span from 44 feet to 30 feet, making it more flexible to be accommodated. The Super Hornet can carry four anti-ship missiles compared to one on the Rafale. The Super Hornet with a maximum take off weight is 29,900 kg, while the Rafale is 24,500 kg.</p>



<p class="wp-block-paragraph">Sources said once the Navy zeroes in on the choice, it will likely be a government-to-government deal like the one for getting 36 Rafale jets for the Indian Air Force.</p>



<p class="wp-block-paragraph">The navy is looking at an aircraft that can operate from both STOBAR (Short take off- but arrested recovery) and CATOBAR (Catapult Take-off but arrested recovery) aircraft carriers. The STOBAR carriers come with a ski-jump ramp while the CATOBARs are flat deck. Indian Navy&#8217;s two carriers INS Vikramaditya and newly inducted INS Vikrant are both STOBAR carriers. The third carrier under planning is likely to be a CATOBAR and keeping that in mind, the navy&#8217;s requirement is to have a fighter jet that can operate from both, as the current MiG 29s are limited to the two STOBAR carriers of the Indian Navy.</p>



<p class="wp-block-paragraph">A CATOBAR carrier can have a bigger impact as it increases range, has more weapons and can operate a variety of aircraft.</p>



<p class="wp-block-paragraph">Super Hornet and Rafale are suited for CATOBAR carriers but the tests that have taken place are from the navy&#8217;s shore-based facility in Goa that has a ski-jump and is identical to the two aircraft carriers India has.</p>



<p class="wp-block-paragraph">The original Navy plan was to buy 57 fighters but there have been delays. Sources said now the navy is speeding up the process for the critical acquisition of at least 26 aircraft. The Navy currently has a fleet of 40 plus MiG 29 K aircraft but will need replacement at some point of time. With 18-20 aircraft operating from each carrier if a third one indeed gets a go-ahead surely more fighters would be needed. In the Indian Navy&#8217;s plans is a third carrier, even though it might be a distant dream as of now. The MiG 29 Ks were inducted in 2010 and the first squadron commissioned in 2013 to operate from INS Vikramaditya.</p>



<h3 class="wp-block-heading">More BrahMos Missiles for Warships</h3>



<p class="wp-block-paragraph">The Ministry of Defence, on 22 September, signed a Rs 1,700-crore deal with BrahMos Aerospace Private Limited (BAPL) for acquisition of dual-role capable surface-to-surface BrahMos missiles for deployment on warships of the Indian Navy.</p>



<p class="wp-block-paragraph">“Providing further impetus to atmanirbharta (self-reliance) in defence production, the Ministry of Defence (MOD) signed a contract with BAPL for acquisition of additional dual-role capable surface-to-surface BrahMos missiles at an overall approximate cost of Rs 1,700 crore under the &#8216;buy-Indian&#8217; category. Induction of these dual-role capable missiles is going to significantly enhance the operational capability of Indian Navy fleet assets,” said a statement from the MoD.</p>

<p class="wp-block-paragraph">A combination of the names of Brahmaputra and Moskva rivers, BrahMos missiles are designed, developed and produced by BrahMos Aerospace, a joint venture company set up by Defence Research and Development Organisation (DRDO) and Mashinostroyenia of Russia. The first test launch of the initial version of Brahmos took place in 2001. Various types of the BrahMos, including those which can be fired from land, warships and the Sukhoi-30 fighter jets, have already been developed and successfully tested and inducted since then.</p>



<p class="wp-block-paragraph">The MoD further said: “It is notable that BAPL is making crucial contribution to augment the new generation surface-to-surface missiles with enhanced range and dual-role capability for land as well as anti-ship attacks. This contract is going to give further boost to indigenous production of critical weapon system and ammunition with active participation of indigenous industry.”</p>



<p class="wp-block-paragraph">BrahMos is a two-stage missile with a solid propellant booster engine. Its first stage brings the missile to supersonic speed and then gets separated. The liquid ramjet or the second stage then takes the missile closer to three times the speed of sound in cruise phase. The missile has a very low radar signature, making it stealthy, and can achieve a variety of trajectories. The &#8216;fire and forget&#8217; type missile can achieve a cruising altitude of 15 km and a terminal altitude as low as 10m to hit the target. The enhanced range version of the missile has a range of 4,000km, as compared to the original range of 290km.</p>



<p class="wp-block-paragraph">Cruise missiles such as BrahMos, called &#8216;standoff range weapons&#8217;, which are fired from a range far enough to allow the attacker to evade defensive fire from the adversary. These weapons are in the arsenal of most major militaries in the world.</p>



<h3 class="wp-block-heading">Diving Support Vessels</h3>



<p class="wp-block-paragraph">Two Diving Support Vessels (Nistar &amp; Nipun) being built by Hindustan Shipyard Ltd, Vishakapatnam for the Indian Navy, were launched on 22 Sep 22.</p>



<p class="wp-block-paragraph">The Diving Support Vessels (DSVs) are first of the kind, ships indigenously designed and built at HSL for the Indian Navy. The vessels are 118.4 metres long, 22.8 metres at the broadest point and will have a displacement of 9,350 tons.</p>



<p class="wp-block-paragraph">These ships would be deployed for deep sea diving operations. Additionally, with Deep Submergence Rescue Vehicle (DSRV) embarked, the DSVs are designed to undertake submarine rescue operations, in case requirement exists. Furthermore, these ships will be capable of sustained patrolling, conducting Search &amp; Rescue operations and carrying out Helicopter Operations at high seas.</p>



<p class="wp-block-paragraph">With approximately 80 % indigenous content, the DSV project has generated considerable local employment opportunities and has also promoted indigenisation which in turn will aid in boosting India&#8217;s economy.</p>



<h3 class="wp-block-heading">Third Aircraft Carrier – INS Vishal</h3>



<p class="wp-block-paragraph">The Indian Navy&#8217;s second aircraft carrier, INS Vikrant, will be fully operational by the end of 2022 and it is likely to move forward with the third aircraft carrier, INS Vishal targeting the year 2030. <p class="wp-block-paragraph">&nbsp;The Indian Navy has fast-tracked the process of purchasing 26 fighter jets for its two aircraft carriers after evaluating the trial report of the two shortlisted contenders &#8212; F/A 18 Super Hornet of Boeing and the Rafale of Dassault Aviation.</p>



<p class="wp-block-paragraph">The Super Hornets are US-made while the Rafale is manufactured by France. The Navy needs 26 jets for the two aircraft carriers &#8212; INS Vikramaditya and INS Vikrant.</p>



<p class="wp-block-paragraph">The Navy has carried out trials of both the aircraft from its shore-based facility, INS Hansa in Goa, which is a replica of an aircraft carrier deck.</p>



<p class="wp-block-paragraph">“The trial team submitted its report to the Naval headquarters recently after carrying out extensive trials at its Goa-based facility. The evaluation process is at an advanced stage and is expected to be completed very soon,” top government sources told India Today TV.</p>



<p class="wp-block-paragraph">The two contenders in the tender have given extensive details of their planes to the Navy and all the issues would be taken into consideration before arriving at the plane to be shortlisted for the carrier-based operations, they said.</p>



<p class="wp-block-paragraph">The jets are required for operations on the INS Vikrant aircraft carrier as the MiG-29s are found to be sufficient only for the operational readiness requirements of the first aircraft carrier, INS Vikramaditya, the sources added.</p>



<p class="wp-block-paragraph">INS Vikrant is without an element of fighter aircraft as trials are supposed to be conducted by the end of this year. The Navy earlier required 57 planes for operations on both the carriers, but the requirement was cut short by more than half in support of indigenous planes.</p>



<p class="wp-block-paragraph">The Navy is looking at getting the 26 aircraft within three years of the order being placed. Out of the 26, the Navy wants eight two-seaters for training purposes. However, the Rafale is a single-seater, while the Super Hornet comes in both configurations.</p>



<p class="wp-block-paragraph">One advantage that the Super Hornet has over the Rafale is the foldable wings, which reduce its wing span from 44 feet to 30 feet, making it more flexible to be accommodated. The Super Hornet can carry four anti-ship missiles compared to one on the Rafale. The Super Hornet with a maximum take off weight is 29,900 kg, while the Rafale is 24,500 kg.</p>



<p class="wp-block-paragraph">Sources said once the Navy zeroes in on the choice, it will likely be a government-to-government deal like the one for getting 36 Rafale jets for the Indian Air Force.</p>



<p class="wp-block-paragraph">The navy is looking at an aircraft that can operate from both STOBAR (Short take off- but arrested recovery) and CATOBAR (Catapult Take-off but arrested recovery) aircraft carriers. The STOBAR carriers come with a ski-jump ramp while the CATOBARs are flat deck. Indian Navy’s two carriers INS Vikramaditya and newly inducted INS Vikrant are both STOBAR carriers. The third carrier under planning is likely to be a CATOBAR and keeping that in mind, the navy’s requirement is to have a fighter jet that can operate from both, as the current MiG 29s are limited to the two STOBAR carriers of the Indian Navy.</p>



<p class="wp-block-paragraph">A CATOBAR carrier can have a bigger impact as it increases range, has more weapons and can operate a variety of aircraft.</p>



<p class="wp-block-paragraph">Super Hornet and Rafale are suited for CATOBAR carriers but the tests that have taken place are from the navy’s shore-based facility in Goa that has a ski-jump and is identical to the two aircraft carriers India has.</p>



<p class="wp-block-paragraph">The original Navy plan was to buy 57 fighters but there have been delays. Sources said now the navy is speeding up the process for the critical acquisition of at least 26 aircraft. The Navy currently has a fleet of 40 plus MiG 29 K aircraft but will need replacement at some point of time. With 18-20 aircraft operating from each carrier if a third one indeed gets a go-ahead surely more fighters would be needed. In the Indian Navy’s plans is a third carrier, even though it might be a distant dream as of now. The MiG 29 Ks were inducted in 2010 and the first squadron commissioned in 2013 to operate from INS Vikramaditya.</p>

<p class="wp-block-paragraph">The commissioning of India&#8217;s first indigenously designed and built aircraft carrier, INS Vikrant, by the prime minister, on 2 September, at Chochin Shipyard, marks the dawn of a new era for the Navy. Befittingly, INS Vikrant is named after its predecessor, which had played a key role in the naval blockade of East Pakistan during the 1971 Indo-Pak war. The old carrier, which was bought from the UK, was decommissioned in the 1990s.</p>



<p class="wp-block-paragraph">The 45,000-tonne vessel – &#8220;a floating airfield and a floating town&#8221; – will carry a crew of 1,600 and a fleet of 30 aircraft will operate from it. It was built at a cost of over Rs 20,000 crore.</p>



<p class="wp-block-paragraph">The carrier was designed by the Navy&#8217;s Warship Design Bureau and built by Cochin Shipyard. It has over 75 per cent indigenous content, which includes the higher-grade steel used for warships. Some critical technology was imported but the building of the aircraft carrier will give the country the confidence to set bigger targets in defence manufacturing and achieve them. Prime Minister Narendra Modi said that it bore testimony to the government&#8217;s &#8216;atmanirbhar&#8217; programme.</p>



<p class="wp-block-paragraph">The designing of the ship began in 1999 and its keel was laid in 2009. It was floated out of dry dock in 2011 and launched into the sea in 2013. That it took nine years from then to commissioning now is a cause for worry. It is still not fully operational as a warship. Even berthing facilities are yet to be created in Vizag, which will be its home port.</p>



<h2 class="wp-block-heading">Vikrant will help project naval power</h2>



<p class="wp-block-paragraph">With Vikrant, India joined the elite group of nations – the US, Russia, France, the UK and China – who are capable of designing and constructing aircraft carriers. Also, with a displacement of 43,000 tonnes when fully loaded, INS Vikrant is set to be the seventh largest among the carriers or carrier classes in the world.</p>



<p class="wp-block-paragraph">INS Vikrant, the country&#8217;s second aircraft carrier now will, along with INS Vikramaditya, help raise the strength, reach and profile of Indian Navy and project its power far from the country&#8217;s shores. It is very relevant and significant when the Chinese navy is increasingly active in the Indo-Pacific region.</p>



<p class="wp-block-paragraph">INS Vikrant is expected to put India&#8217;s naval force, now gifted with a new ensign, on a firm footing in the choppy waters. <h3 class="wp-block-heading">Old INS Vikrant</h3>



<p class="wp-block-paragraph">INS Vikrant, with pennant number R11, was the first-ever aircraft carrier that was operated by the Indian Navy. The ship was officially laid down in 1943, and was being built for the Royal Navy as HMS (Her Majesty&#8217;s Ship) Hercules when the constitution was put on hold after World War II ended.</p>



<p class="wp-block-paragraph">Like many other ships at the time, the under-construction HMS Hercules was put up for sale by the United Kingdom, and was purchased by India in 1957. The construction work was completed and the ship was commissioned in the Indian Navy as INS Vikrant in 1961.</p>



<p class="wp-block-paragraph">The ship operated its aircraft fleet with a catapult assisted system and ski-jump during its service.</p>



<p class="wp-block-paragraph">Compared to the new INS Vikrant, the old one had less than half its displacement and was over 210 metres in length against 260 metres of the present one.</p>



<p class="wp-block-paragraph">R11 saw significant action during the 1971 war with Pakistan when it led the Naval blockade of East Pakistan. The ship was decommissioned in 1997 after 36 years of service. Over the next 15 years, it was preserved as a museum ship before being finally sold to be dismantled.</p>



<h3 class="wp-block-heading">The Name Vikrant</h3>



<p class="wp-block-paragraph">The Sanskrit word Vikrant, which means courageous, finds its origins in various scriptures including the Bhagwad Gita. The sixth shloka in the first chapter of the Gita, while describing the valour of some Generals from the army of Pandavas, uses the adjective &#8216;Vikrant&#8217;.</p>



<p class="wp-block-paragraph">As far as the origin of the word goes, the &#8216;Vi&#8217; prefix in the Sanskrit word denotes something that is distinctive or extraordinary, and the &#8216;krant&#8217; suffix means to move or advance in a direction.</p>



<p class="wp-block-paragraph">The word Viraat which means magnanimous, can also be found in the same chapter of Gita in a later verse and is the name of the now decommissioned and dismantled British-origin Centaur-class aircraft carrier of the Indian Navy.</p>



<p class="wp-block-paragraph">Along with the pennant number R11, the newly commissioned INS Vikrant also carries forward the motto of its predecessor – &#8220;Jayema Sam Yudhi Sprudhah&#8221; – from the Rigveda which means: &#8220;I conquer those who fight against me&#8221;.</p>



<h3 class="wp-block-heading">Indigenous design and construction</h3>



<p class="wp-block-paragraph">The first major milestone for IAC – also referred to as Project 71 (P71) – was ceremonial steel cutting in April 2005. Other ceremonial events followed soon.</p>



<p class="wp-block-paragraph">In any ship&#8217;s life there are four key ceremonial occasions – keel laying, launching, commissioning and decommissioning.</p>



<p class="wp-block-paragraph">Keel laying ceremony originates from the tradition of laying one central timber that forms the backbone of the ship. For modern ships, keel laying is marked by placing the first of the modular components of the ship being placed in the dock. The keel of the IAC-I was laid on February 28, 2009.</p>



<p class="wp-block-paragraph">The IAC was launched on August 12 in 2013 and by that time, 80% of its structure had been fabricated and all the major machinery including turbines, alternators and gearboxes were installed.</p>



<p class="wp-block-paragraph">The readiness of IAC&#8217;s propulsion and power generation equipment and related systems was tested in harbour as part of basin trials in November 2020.</p>



<p class="wp-block-paragraph">The sea trials were delayed because of the second COVID-19 wave.</p>



<p class="wp-block-paragraph">Finally on August 4 last year, the first phase of sea trials kicked off with the IAC sailing on its first open sea voyage from Kochi, and returning four days later.</p>



<p class="wp-block-paragraph">This was followed by second and third phases of sea trials in October 2021 and January 2022, respectively.</p>



<p class="wp-block-paragraph">These three phases tested the propulsion machinery, electrical and electronic suites, deck machinery, life-saving appliances, ship&#8217;s navigation and communication systems. Fourth and final phase of sea trials for the IAC was completed on July 10 after conducting integrated testing of the majority of the equipment and systems onboard, including some of the Aviation Facilities Complex equipment. The ship was delivered to the Navy on July 28.</p>



<p class="wp-block-paragraph">The equipment, amenities and apparatus onboard</p>



<p class="wp-block-paragraph">The INS Vikrant is 262 metres long and 62 metres wide, making its flight deck bigger than two football fields. The aircraft carrier displaces around 4,3000 tonnes when fully loaded, with a maximum designed speed of 28 knots with endurance of 7,500 nautical miles, which is equivalent to around 14,000 km.</p>



<p class="wp-block-paragraph">The 18-floor high ship has close to 2,400 compartments, designed to house 1,600-strong crew. It also has specialised cabins to accommodate women officers and sailors. The aviation hangar is as big as two Olympic-size pools that can accommodate around 20 aircraft. There is a well-equipped kitchen that can serve a diverse menu. It also has a unit that makes 3,000 rotis per hour.</p>



<p class="wp-block-paragraph">Its medical complex has a 16-bed hospital along with modular emergency operation theatre, physiotherapy clinic, Intensive Care Unit, pathology set up, radiology wing with a CT scanner and X-Ray machines, a dental complex, isolation ward and telemedicine facilities.</p>



<p class="wp-block-paragraph">In its fully operational mode, the carrier will have an air wing consisting of 30 aircraft comprising of Russian-origin, carrier-capable MiG-29K fighter jets and airborne early warning control helicopter Kamov-31 helicopters, US origin MH-60R multi-role helicopters, in addition to homegrown Advanced Light Helicopters (ALH) and Light Combat Aircraft (LCA) (Navy). Vikrant uses the Short Take Off but Arrested Recovery (STOBAR) model with a ski-jump for launching aircraft, and a set of three arrester wires for their recovery onboard.</p>



<p class="wp-block-paragraph">The path ahead after commissioning</p>



<h3 class="wp-block-heading">Flight Trials</h3>



<p class="wp-block-paragraph">Flight trials aboard indigenous aircraft carrier (IAC) Vikrant will start in November and the warship is expected to be fully operational along with its air wing by June 2023.</p>



<p class="wp-block-paragraph">The flight trials will involve the Russian-origin MiG-29K fighter jets that will use the &#8216;ski-jump&#8217; to takeoff from Vikrant&#8217;s deck and will be recovered by arrester wires, known as STOBAR &#8211; short takeoff but arrested recovery.</p>



<p class="wp-block-paragraph">12 MiG-29Ks are likely to be deployed on Vikrant along with a new deck-based fighter that the navy is looking to buy as an interim measure to meet its requirements before the indigenous twin-engine deck-based fighter (TEDBF) is ready. The navy&#8217;s existing aircraft carrier INS Vikramaditya operates MiG-29K fighters.</p>



<p class="wp-block-paragraph">India plans to buy 26 new fighters for Vikrant through a government-to-government deal to meet the navy&#8217;s requirements, with US firm Boeing&#8217;s F/A-18 Super Hornet competing against French aircraft maker Dassault Aviation&#8217;s Rafale-M for the order.</p>



<p class="wp-block-paragraph">Vikrant, which has an indigenous content of 76%, will operate an air wing consisting of 30 aircraft including the new fighters, MiG-29Ks, Kamov-31 choppers, MH-60R multi-role helicopters and advanced light helicopters.</p>



<p class="wp-block-paragraph">Boeing, one of the two contenders for an Indian order for deck-based fighter jets, is pitching to equip the navy with its F/A-18 Super Hornet aircraft and dovetailed its offer with the government&#8217;s Aatmanirbhar Bharat (self-reliant India) strategy.</p>



<p class="wp-block-paragraph">The French side stresses that the Rafale-M brings commonality with the Indian Air Force&#8217;s 36 Rafale fighters, thus offering advantages related to training, maintenance and logistics support. While the Super Hornet operates from all 11 US Navy aircraft carriers, the Rafale-M is deployed on the French Navy&#8217;s Charles de Gaulle aircraft carrier.</p>



<p class="wp-block-paragraph">Questions have been raised about the serviceability of the MiG-29K fighters (India has imported 45 of these jets from Russia) that the existing aircraft carrier INS Vikramaditya operates, and the Russia-Ukraine war has not helped matters.</p>



<p class="wp-block-paragraph">Like INS Vikramaditya, the fighters on board Vikrant will also use the ski-jump to takeoff and will be recovered by arrester wires or what is known as STOBAR (short takeoff but arrested recovery) in navy parlance.</p>



<h3 class="wp-block-heading">Comments</h3>



<p class="wp-block-paragraph">In playing this larger role, the Indian Navy is currently stretched due to limited assets. A few years back, it operated from the east coast of Africa to the Malacca Strait. But now, it regularly deploys in distant regions, and frequently operate in the Western Pacific, the Mediterranean and the Atlantic. Hence, the induction of INS Vikrant is significant, to sustain such deployments. It will also increase the combat capability of the Navy, once the carrier air wing is integrated onboard over the next few months.</p>



<p class="wp-block-paragraph">INS Vikrant will help contribute to India&#8217;s long-range deployments. It will enhance deterrence and combat capabilities once its integral air is operational. As the second aircraft carrier, it enhances the Navy&#8217;s flexibility, reach and sustainability in maritime operations. It will also enable availability of integral air at sea, when one of the two carriers is undergoing refit or routine maintenance.</p>



<p class="wp-block-paragraph">Improved naval capabilities also allow stepping up partnerships, exercises and deployments with other friendly countries, which in turn contribute to regional stability. Within the Quad, Japan and Australia largely operate in the Pacific. The acquisition of Vikrant will strengthen the Indian Ocean segment of India&#8217;s partnerships. Further, it needs to be noted that India cannot be a net security provider without adequate and suitable naval capabilities.</p>
