<p class="wp-block-paragraph">The Indian Navy is considering approaching the government for the construction of three more Kalvari class submarines, fitted with long endurance air independent propulsion (AIP) unit, by Mazagon Dock Shipbuilders Ltd (MDL) in collaboration with French Naval Group.</p>



<p class="wp-block-paragraph">The fifth diesel attack submarine 1775 tonne INS Vagir was commissioned by Navy Chief Admiral Hari Kumar on Monday at MDL in Mumbai and the sixth of the Kalvari class INS Vagsheer is expected to be commissioned later this year or early 2024.</p>



<p class="wp-block-paragraph">According to South Block officials, the Indian Navy is expected to approach the Defence Acquisition Council (DAC) soon for acceptance of necessity (AoN) for three more diesel attack submarines under the “Make in India” project with the French Naval Group expected to test the DRDO developed AIP system before fitting in the new submarines. Initially, the Navy had the option to construct three more submarines after contracting six with the Naval group, but this option was cancelled in 2016 after Naval Headquarters wanted the government to clear six submarines under Project 75 (I) or fitted with AIP after floating global tenders.</p>



<p class="wp-block-paragraph">While the Defence Ministry floated request for information for its Project 75 (I) in August 2021, major submarine design and developers except for South Korea showed little interest in making AIP fitted submarines for India as lithium-ion technology had taken over conventional attack submarines and the big P-5 powers were only making nuclear powered conventional attack submarines or SSNs. Given the possibility of a single vendor option apart from the Modi government totally committed to “Aatmanirbhar Bharat”, the Navy went back to the drawing board on the submarine line.</p>



<p class="wp-block-paragraph">With China rapidly expanding its Navy including nuclear attack submarines, the Indian Navy could ill-afford to keep its functioning submarine construction line at MDL idle while debates went on about the right submarine to acquire for India’s maritime security (a must, given the country’s 7500 km long coastline). The Kalvari class submarines or Project 75 was approved by the A B Vajpayee government in 1997 and the project was expedited in 1999 after the Kargil War with Pakistan. The first Kalvari class submarine was commissioned 18 years later on December 14, 2017, with the then Defence Minister Manohar Parrikar urging the Navy to exercise the option for the additional three submarines soon.</p>



<p class="wp-block-paragraph">It is understood that the Indian Navy’s leadership is now rethinking Parrikar’s proposal and is expected to ask for three more Kalvari class submarines fitted with DRDO’s AIP. The same AIP will be retrofitted into existing Kalvari class submarines when they come to MDL for a mid-life refit.</p>



<p class="wp-block-paragraph">While the Navy wants three indigenous nuclear attack submarines to expand its footprint in the Indo-Pacific, there is a strong possibility that India and France may collaborate to export Kalvari or Scorpene submarines to countries such as Indonesia. India’s sea based nuclear deterrent is operational with two nuclear powered nuclear ballistic missile armed submarines already patrolling global waters and a third under fitment.</p>

The submarine has gone through a series of comprehensive acceptance checks and, stringent and demanding sea trials before its commissioning, according to the defence ministry.</p>



<p class="wp-block-paragraph">Speaking at the event, Admiral R Hari Kumar said Vagir is a lethal platform with a formidable weapon package. Highlighting that Vagir was the third submarine inducted into the Indian Navy in a span of 24 months, the Chief of Naval Staff said it was a shining testimony to the expertise of India&#8217;s shipyards to construct complex and complicated platforms.</p>



<p class="wp-block-paragraph">The Kalvari class submarines are being built in India by the Mazagon Dock Shipbuilders Limited (MDL) Mumbai in collaboration with Naval Group, France.</p>



<p class="wp-block-paragraph">Vagir is capable of undertaking diverse missions including anti-surface warfare, anti-submarine warfare, intelligence gathering, mine laying and surveillance missions.</p>



<p class="wp-block-paragraph">Vagir has a glorious past as the submarine with the same name was commissioned on in November 1973 and undertook numerous operational missions including deterrent patrols. It was decommissioned in January 2001 after serving the nation for about three decades. Vagir in its new avatar has the distinction of having the lowest build time among all indigenously manufactured submarines till date.</p>

<p class="wp-block-paragraph">India’s indigenous manufacturing of conventional submarines has reached the final leg with the last of the six Scorpene class submarines being manufactured as part of Project 75 (P-75) sliding into the waters on 20 April. A decision on the next six advanced indigenous submarines is awaited.&nbsp;</p>



<p class="wp-block-paragraph">The Indian Navy in a statement said, “The sixth and last submarine of the Indian Navy’s Kalvari class submarines of Project 75 has been launched today at the Kanhoji Angre Wet Basin of Mazagon Dock Limited (MDL).” It’s being manufactured jointly with the Naval Group, France.</p>



<p class="wp-block-paragraph">Dr Ajay Kumar, Defence Secretary, was the chief guest at the ceremony and the submarine named ‘Vagsheer’ was launched by Mrs Veena Ajay Kumar, in keeping with naval traditions of launch by a lady.</p>



<p class="wp-block-paragraph">The sixth submarine will now commence setting to work on various equipment and harbour trials. The crew will thereafter sail the submarine for the rigorous sea acceptance trials after which it would be delivered to the Indian Navy by late next year.</p>



<p class="wp-block-paragraph">These six submarines will add to the Navy’s underwater capability as most of the 15 conventional submarines with India are more than 25 years old. Also, Pakistan and China have been adding strength to their underwater capabilities.</p>



<p class="wp-block-paragraph">But, the decision on Project 75 (India) is getting delayed and even if it gets the go-ahead it might take another two years to begin, says defence analyst Commodore Anil Jai Singh.</p>



<p class="wp-block-paragraph">Project-75(I) envisages indigenous construction of six modern conventional submarines with contemporary equipment, weapons and sensors including AIP (Air Independent Propulsion), advanced torpedoes, modern missiles and state of the art countermeasure systems.</p>



<p class="wp-block-paragraph">This would provide a major boost to the indigenous design and construction capability of submarines in India, in addition to bringing in the latest submarine design and technologies as part of the project.</p>



<p class="wp-block-paragraph">“While P-75 is reaching the end of its cycle the contract for the next six should have been signed as it would lead to a gap of a few years again till the next set of submarine construction will start,” says Commodore Singh, a former submariner.</p>



<p class="wp-block-paragraph">The contract for P-75 was signed in 2005. Earlier, in 1994 India manufactured two German submarines but the gap of 11 years led to loss of this specialised skill.</p>



<p class="wp-block-paragraph">The first of the P-75 submarines was inducted into the Navy in December 2017.</p>
