<p class="wp-block-paragraph">Among the incentives that the UP state government offered to companies to pitch itself as a leading destination for defence and aerospace manufacturing at the expo were a capital subsidy of up to Rs 500 crore, a 25% land subsidy and research and development tie-ups with premier institutes.</p>



<p class="wp-block-paragraph">The UP government announced that it was likely to sign 13 industrial MOUs worth Rs 564 crore at DefExpo-2022 to partner with over 100 companies with an estimated investment target of around Rs 600 crore.</p>



<p class="wp-block-paragraph">“The UP government is committed to develop the defence and aerospace sector with modern infrastructure, better connectivity and policy support.</p>



<p class="wp-block-paragraph">Among the key features of its recently announced policies, the government will be offering a capital subsidy of 7 per cent up to Rs 500 crore to all defence and aerospace units being set up in Aligarh, Agra, Lucknow and Kanpur nodes.</p>



<p class="wp-block-paragraph">A 10% subsidy up to Rs 500 crore for investors in Jhansi and Chitrakoot nodes of Bundelkhand was also announced, along with a 25% land subsidy for anchor defence and aerospace units. The state government will bear the cost of developing infrastructure of all six nodes. The state will also offer research and development tie-ups with prominent academic institutions like IIT-Kanpur and IIT-BHU, as well as Defence Research and Development Organisation (DRDO) and HAL&#8217;s Aerospace Systems &amp; Equipment R&amp;D Centre (ASERDC).</p>

<p class="wp-block-paragraph">A senior official said 451 Memorandums of Understanding (MoUs) worth Rs 1,53,000 crore were signed in Gandhinagar during the DefExpo 2022.</p>



<p class="wp-block-paragraph">“This was the most outstanding defence expo ever. It saw the highest number of exhibitors, which is in addition to tens of thousands of business visitors. The extent of business this defence expo has generated has surpassed all the previous records,” Defence Secretary Ajay Kumar said.</p>



<p class="wp-block-paragraph">At DefExpo 2020 in Lucknow, 201 agreements were finalised between “industry and industry, industry and state governments and industry and central governments,” Kumar said.</p>



<p class="wp-block-paragraph">Out of 451 deals, the Uttar Pradesh (UP) Government has signed 13 worth Rs 564 crore, said State Cabinet Minister Nand Gopal Gupta. He added that these MoUs are with the UP Expressways Industrial Development Authority (UPEIDA), with investments to be made in the UP Defence Corridor developed by the UPEIDA.</p>



<p class="wp-block-paragraph">In the 2018-19 General Budget, the government announced plans to establish two defence corridors, in UP and Tamil Nadu. This will help fill the gap in indigenous defence production and is in line with India&#8217;s Make in India and defence Atmanirbharta (self-reliance) campaign.</p>



<p class="wp-block-paragraph">Defence Minister Rajnath Singh stated, “This is the beginning of self-reliance in the Indian Defence sector. This expo has shown that the future belongs to India. This expo has also shown that India will become a global defence manufacturing hub.”</p>



<p class="wp-block-paragraph">DefExpo 2022 had two firsts: it is India&#8217;s first defence expo exclusively for Indian firms and the erstwhile Ordinance Factory Board&#8217;s seven new companies were presenting. 75 countries were present, with 45 of them from Africa represented by their defence ministers.</p>

<p class="wp-block-paragraph">The Uttar Pradesh defence corridor, which constitutes a vital cog in the country&#8217;s defence and strategic matrix, has been so far successful in attracting 93 investments proposal worth more than Rs 11,250 crore.</p>

<p class="wp-block-paragraph">Speaking on the steps being taken by the state government to attract investments to the state, UPEIDA spokesperson Durgesh Upadhaya, said&nbsp; &#8220;Apart from the previously announced UP Defence and Aerospace Employment Promotion Policy, the state has made a few amendments to encourage private investment.&#8221;</p>



<p class="wp-block-paragraph">&#8220;The Uttar Pradesh government has tied up with leading commercial banks and financial institutions to promote the easy flow of funds to prospective investors, &#8220;he said.</p>



<p class="wp-block-paragraph">With the establishment of the defence corridor, Uttar Pradesh is set to generate employment opportunities for more than 32 lakh people.</p>



<p class="wp-block-paragraph">Among the most prominent UP Defence Corridor projects is the Indo-Russian joint venture of BrahMos missile project in Lucknow. This is to develop next-generation supersonic missiles for the Indian forces. According to the state government, the Brahmos unit will be commissioned by 2025. The Rs 300-crore BrahMos project will generate 5,500 fresh jobs.</p>



<p class="wp-block-paragraph">Meanwhile, the Adani group firm, the Adani Defence &amp; Aerospace has signed an MoU with UPEIDA to develop South Asia&#8217;s largest integrated ammunition manufacturing facility in 250 acres at a cost of Rs 1,500 crore.The project is anticipated to be a key facilitator in India&#8217;s goal of achieving USD 5 billion exports in defence manufacturing.&nbsp;</p>

<p class="wp-block-paragraph">The BrahMos unit in Lucknow will be the “centrepiece” of the Defence Corridor Project in Uttar Pradesh and work will begin on the mega unit in October, according to Awanish K Awasthi, the Additional Chief Secretary of Uttar Pradesh.</p>



<p class="wp-block-paragraph">India will manufacture its next-generation BrahMos (BrahMos-NG) at this unit and Rs 3,000 crore has been committed as investment for the project by BrahMos Aerospace, the joint venture of Defence Research and Development Organisation (DRDO) of India and NPO Mashinostroeyenia of Russia. Rs 1,500 crore of investment will come in phase one and more than 100 BrahMos missiles will be manufactured here in the next three years.</p>



<p class="wp-block-paragraph">Awasthi said UP has been assured that all clearances will come from the DRDO for the project by September and construction of the unit will begin by October. “We have allotted 80 hectares of land at a nominal cost and the joint venture has taken possession of the land; 50 per cent of the boundary work is also complete. They have now planned bigger than what they had originally planned,” Awasthi said.</p>



<p class="wp-block-paragraph">The Additional Chief Secretary said the BrahMos Unit will be the “centre of the production which will make the main difference” in the upcoming Defence Corridor in UP. Defence Minister Rajnath Singh laid the foundation stone of BrahMos Missile set-up in Lucknow on December 26 last year. Another key project in the Defence Corridor is establishing a state of the art common Defence Testing Infrastructure under the scheme promoted by Ministry of Defence, Awasthi said.</p>



<p class="wp-block-paragraph">The Defence Industrial Corridor in Uttar Pradesh is planned to be established in six nodes across the state in as many districts and till date, a total of 93 industrial and institutional MoUs have been signed with various private investors and organisations with an estimated investment value of over 11,256 crore, the UP government says. The maximum number of MoUs (35) have been signed for the Aligarh node, followed by 15 in Lucknow node, 12 in Kanpur node and nine in Jhansi.</p>
